I have finally been able to figure out how to get around Google's issues with uploading video--I go through YouTube.  Note you can change the quality (once you hit play) by clicking on the settings button to the left of the YouTube logo on the task bar (underneath the video).  Or, you can click on the YouTube button and watch the video through that website.
